Update on the Leasing and Rent Up Process
February 19, 2021 — There has been a delay in the construction process, and as a result the lease up time for processing applicants for housing has been delayed. We anticipate that we will be able to communicate a new time frame to all applicants by the end of April 2021. Applicants selected in the lottery will keep the ranked position they were assigned, and top ranked applicants will be contacted when the leasing process begins again.

Rental Income-Restricted Housing Lottery
The Elizabeth Stone House Lottery was drawn on December 15, 2020. If you entered the lottery you will be receiving notification of your lottery number soon. The video presentation below explains the lottery process. You can find a hard-copy (PDF) of this presentation here.
Eligibility & Application Process
All units will have subsidy attached to them requiring that the household income not exceed 50% of the area median income. Residents will have income certifications annually and will pay 30% of their household income for rent. There is no minimum income requirement. All utilities are included. Maximum income limits apply as listed below:

NOTE: median income levels are subject to change based on the Department of Housing and Urban Development’s (HUD.gov) guidelines. Based on April 2020 published limits.
Applicants will also be required to provide self-certification of domestic violence or documentation from a service provider authenticating the family is in shelter due to domestic violence and at risk of homelessness. Any individual or family who is fleeing, attempting to flee domestic violence, has no other residence and lacks the resources of support networks to obtain permanent housing will be considered homeless.
- Homelessness is defined as those who are living in a place not meant for human habitation, in an emergency shelter, in transitional housing, or are exiting an institution where they temporarily resided. Transitional housing includes anyone who has not had a permanent safe place to sleep for two years or less.
- For Applicants referred from the Homeless Set Aside program, the definition of “Homeless Houseshold” is defined in the Homeless set-aside Policy Statement.
